The competency model

Fluency isn't one level. It's a profile.

The same speaker is sharp in one room and lost in another — that's not inconsistency, it's how language really works. We measure two things: where you're fluent across the rooms of your real life, and how well you hear across listening conditions. CEFR bands are just a gloss; the real signal is the pattern.
